GurjasEvidence & Policy Analytics
The Gurjas Ethics Charter

What we do. What we refuse.

Most firms in this market publish what they sell. We also publish what we turn away — because in research services, the refusals are the product.

The charter

Gurjas Evidence and Policy Analytics provides methodological, analytical, advisory and pedagogical services. In every engagement, without exception, we commit to the following.

We do: design and review research to publishable standards; analyse data and document every analytical choice; teach methods until the researcher can defend them alone; prepare institutions for accreditation with evidence, not embellishment; and state limitations plainly, including when findings are inconvenient.

We refuse: thesis or paper ghostwriting in any form; fabrication or beautification of data; misrepresentation of authorship; services designed to evade AI-detection or plagiarism systems; guaranteed publication, guaranteed degrees, or guaranteed accreditation grades; and any engagement whose real deliverable is deception.

These refusals are not fine print. They are the reason a client can trust everything else we deliver. The complete governance framework — conflict-of-interest policy, AI transparency statement, data protection — is published on our Ethics & Governance page.

Declined Engagements Register

Counted publicly. Named never.

QuarterlyRegister update cadence — anonymised categories only
0Exceptions made, for any fee, since founding

The register records counts and anonymised categories only — never names, institutions or identifying details. Its purpose is the pattern, not the parties: evidence that the charter above is enforced, not decorative. Categorised breakdown publishes at each quarter's end.

If we decline your request

A decline is not a judgement of you — researchers under pressure are often given bad advice about what help is normal. Where we refuse work, we will tell you why, and where possible point you to what we can legitimately do instead: methodology consulting, analysis review, publication strategy or capacity building.
