The deposited dataset, codebook and reproducible pipeline are registered under DOI 10.5281/zenodo.20860992. Gurjas will not publish a public ranking until the exact release has been independently reproduced and every transformation has been reconciled.
This product accepts no private institutional, respondent-level or client research data. Its public releases must be reproducible from deposited aggregate inputs.
The framework separates access from the outcomes that access may support, without assuming that access alone produces them.

It cannot certify institutional quality, prove causality, demonstrate that a policy caused observed outcomes, determine eligibility or predict future performance. Any later comparative result will remain specific to the deposited inputs, disclosed transformations and release date.
